This has just appeared on my FB feed, is it a scam or a genuine refund from PayPal? (Not seen it talked about by the MSE), don't recall PayPal doing PPI?

Any genuine notifications would be contacting you by letter or at least to the registered email adddress they have for you. Anything of this type contacting you by any means of social media should just be ignored.The bigger the bargain, the better I feel.
