Lloyds have charged me 50p and 8p for an online USA payment.
As this was intended to be a monthly fee I just wondered if other bank accounts would be cheaper?

Assuming you're referring to the non-sterling transaction fee associated with use of a debit card, then yes, there are some other banks that don't charge this (although the majority of the main players do):
