Theres not enough info in the OP’s post to give an exact answer...however.
If a passenger flys from non-eu (3rd country) to eu (not the uk tho) and then on to the uk assuming the OP collected his bags in germany and made his way through customs then he should have declared the items then that are in excess of his duty free allowance going into that country. At the point the items pass through customs in germany, regardless of declaration, they lose their 3rd country identity and are now in free circulation. So on arrival in the uk they are treated the same as if they had been purchased in germany and therefore the OP can have whatever he likes. If they were not declared in germany then border force have no jurisdiction as the offence was commited in germany.
If however the OP never collected his baggage in germany then the uk will be the 1st port of entry into the eu and therefore the duty free limit of 200 cigs would applyLive each day like its your last because one day you'll be right0 -

They could but I am guessing the OP is wishing to take advantage of the dirt cheap cigarettes available in the Middle East or South East Asia, rather than having to buy them in Germany at a higher price. Are they even cheap in Germany?0 -

There should be no drama entering the UK from Germany as that is an internal EU flight.
If the goods were bought duty fee outwith the UK they should be taxed entering the EU - Germany.
If purchased tax paid them there's no issue.0 -

I highly doubt the OP wants to bring 800 fags back from the Middle East (or wherever) and then pay tax on 600 on them on passing customs in either Germany or the UK (depending if she has to go landside in Germany or not, I doubt the OP will be coming back anyway)0 -
worrabout Switzerland then.
We travelled back from Singapore via Zurich but only had 2 liters of spirits.
But we were forever having to show receipts when passing through the Schengen zone in Zurich airport.
And the Customs Officers were not helpful.It's your money. Except if it's the governments.0 -

You do not give the date of your journey. Unless it is in the next few days your final destination will be outside the EU, so the situation is fluid.0
