OP will not have paid duty and tax where they purchased
Unless she buys them in the duty free shopping in the relevant airport.

But if they were bought "in the duty free shopping in the relevant airport" they still wouldn't have paid duty and tax as they would have been purchased duty and tax free.

Theres not enough info in the OP’s post to give an exact answer...however.

If a passenger flys from non-eu (3rd country) to eu (not the uk tho) and then on to the uk assuming the OP collected his bags in germany and made his way through customs then he should have declared the items then that are in excess of his duty free allowance going into that country. At the point the items pass through customs in germany, regardless of declaration, they lose their 3rd country identity and are now in free circulation. So on arrival in the uk they are treated the same as if they had been purchased in germany and therefore the OP can have whatever he likes. If they were not declared in germany then border force have no jurisdiction as the offence was commited in germany.

If however the OP never collected his baggage in germany then the uk will be the 1st port of entry into the eu and therefore the duty free limit of 200 cigs would apply

So the only way she will LEGALLY be allowed to bring back more than 200 is if she takes 200 on Flight A to Germany, lands, leaves the airport in Germany, and buys more in Germany before taking Flight B to the UK. She wont be able to buy more cigarettes in the German airport departure lounge as her destination from there is an EU country (at the moment) and they check your boarding card to see where you are flying to.

Of course, depending what airports she is travelling through, she may want to take the risk, some of them barely look at you as you walk through Customs.

As you mentioned we wasn't able to purchase from duty free shop as we was staying within EU, Marco polo airport to Gatwick. However the cashier in the duty free shop directed us to small shop. A newsagent type place that also sold fags, and there we could buy fags. So we just brought 400each there instead.

So maybe the OP could do similar in Germany????

They could but I am guessing the OP is wishing to take advantage of the dirt cheap cigarettes available in the Middle East or South East Asia, rather than having to buy them in Germany at a higher price. Are they even cheap in Germany?

I think a deal of confusion has arisen, the above is understood.

There should be no drama entering the UK from Germany as that is an internal EU flight.

If the goods were bought duty fee outwith the UK they should be taxed entering the EU - Germany.

If purchased tax paid them there's no issue.

I highly doubt the OP wants to bring 800 fags back from the Middle East (or wherever) and then pay tax on 600 on them on passing customs in either Germany or the UK (depending if she has to go landside in Germany or not, I doubt the OP will be coming back anyway)

    worrabout Switzerland then.

We travelled back from Singapore via Zurich but only had 2 liters of spirits.

But we were forever having to show receipts when passing through the Schengen zone in Zurich airport.
And the Customs Officers were not helpful.

Switzerland isn't part of the EU so the items you purchased in Singapore remained third country/duty free

i'm flying from outside eu to Germany than onto the uk what will my duty free allowance be?
Will it be 200 cigarettes and 1 litre of Spirits
    or
800 cigarettes and 10 litres spirits

You do not give the date of your journey. Unless it is in the next few days your final destination will be outside the EU, so the situation is fluid.
