OK, the fact that you are in Wales does make a significant difference - it means that the rules around this particular tax are devolved to the Welsh Assembly, so may well be locally different to elsewhere in the country.
So just assuming that because you've found generic UK tax advice it applies - nope, doesn't work for this, as for so many other things. This should not be a surprise to anybody living in or near Wales.
Googling "Wales stamp duty first time buyer" or "Wales land tax first time buyer" pops up several results that clearly state in the precis, even before clicking through, that there's a £180k cap.
Googling "Wales land tax calculator" comes up with the official gov.wales site - https://gov.wales/land-transaction-tax-calculator - as the first, highlighted result.
Government rules, and your awareness or not of them, are hardly the builder's fault.0
