Our Samsung S3 tablet will not charge up beyond 1% even though a new battery has been put in. Any suggestions please.

It's the 1% that's the problem.
Lithium ion batteries should never be fully discharged and 5-10% is generally the safe limit.
Once below this figure, it can be very hard (sometimes impossible) to revive the battery which is why most devices will automatically switch off before the battery is totally flat.
Batteries that are totally discharged can sometimes be revived by giving them a bit of a kick start (using a charger with a voltage slightly higher than it should be) but this should only be tried as a last resort and only for a minute or two, just long enough to get the voltage up a little bit.0 -

Change charger and cable .
That fails i would try a factory reset .
Possible problem area is the usb port needs cleaning or replacing .0
