Mysterious letters from a CMC

Husband has received two letters from reclaimppi.co.uk
Both say his LOA he sent for the free PPI check for [xxxxx financial company] are invalid as they need the LOA signed and dated.
They then say once they get this, they will check if he is eligible for PPI on any account held in his name. Attached is a form to sign, which lists his name, DOB and previous addresses from the last 20 yrs
He has never contacted them and has never sent any paperwork off to them or anyone.
Is this the norm now with CMCs? It seems as if they are enticing him to sign it. How have they got all his details?

Sounds familiar to invoice scam. i.e. scammer sends you a fake invoice and the person pays it thinking its valid. In this case, they send you an LOA saying your previous one wasn't signed and many will just sign and return it.How have they got all his details?
Sufficient personal detail are in the public domain. to be able to generate an LOA. They can send it to the top 5 banks and hope they get lucky.I am an Independent Financial Adviser (IFA).
