That's one aspect of the OP's question but not all. If you bothered to read the full post rather than dance on one point, then there is more to it. OP was asking for the basis of insurance also.
OP it depends on the insurance company. Look at your policy documents. Most demand declaring endorsements for 5 years. So yes, he is likely to have to declare them for a further year - and you will have to tell your insurance company if you add him to your policy.0 -

My son had five penalty points put on his licence in June 2015 when will they be taken off.As he would like to come onto my insurance policy does he have to disclose these points once they have been removed and they are no longer on his licence.
They're still visible on his licence until next month.
If he fails to disclose them before next June, he'll be lying when they say "Any points in the last five years?" as they all do.
They won't be able to see the points on his licence record between next month and next June, but unless he's not had a quote or policy or any dealings with the motor insurance industry since the points went on, assume the insurers can find out.0 -

It doesn't matter when the points were "put on" his licence. The date that matters is that of the offence.
That is true for "totting up". However, it may not be true for insurance purposes, depending on the question asked. Let's say you committed an offence in January and were convicted in June. If the question is "have you had any convictions in the last five years?" it is five years from June because you were not convicted until then.0 -
The offence took place on May 15th 2015 and he appeared in court on June 20th 2015 so if he applies to come onto my insurance in July next year that will be over five years so will not have to be disclosed as my insurance asks have you had any convictions in the last five years..0

Just call up your insurers and find out how much it will be for him to be added now - you can ask them if it will be any cheaper if you wait for a few months. The extra may not be very much.0
