I would get a vermin expert in.
Work out the problem you are potentially dealing with before it becomes your problem.
The cost of a few hundred quid now will be worth it - and if there's a bigger issue, you can probably get the seller to pay / share the cost. If its no issue then its money spend on peace of mind0 -

Yesterday I this actuslly crossed my mind so went on the council website and was thinking how about I contact them and maybe get Involved
My partner and parents then said do not get involved as it's not your property the vendor may be offended and pull out. However I personally didn't see the issue if I was to speak to the vendor and talk about the issue
Just spoke to EA and they said they brought the matter up with the vendor and they were aware of the problem they said it's due to a field not far away and will try to solve the issue
Why haven't they sooner is my question is they already knew, also not sure what field there on about I've walked the whole area around the side and back of the house0 -
There are rats in my garden. As long as they stay there and don’t try to come inside I’m happy to leave them alone. I assume the foxes keep them in check. Mind you they don’t have the nerve to appear in daylight and I have no idea where the nest is.0

Fields do not necessarily mean loads of rats. We live among fields, with hens+ sheep + horses + a huge barn full of thatching reed and straw + a stream. I'm sure there are rats about, but natural predation and everyone's care with storing/handling animal foodstuffs means the numbers are not excessive.
Also, we have fairly regular visits from our daughter, who puts leads on her ferrets and walks them daily. If you want the rats to move out, literally overnight, a couple of ferrets larking about in your veggie patch will work miracles! :rotfl:0 -

Maybe ... Put a question to your vendors via your solicitor: any suspicion/ concern/ knowledge of any issue with the exterior drains.
Explain to solicitor your reason is seeing three sewer rats in the garden with no obvious food source to lure them in.
Ultimately get a drains survey done. But the solicitor's question, might encourage the vendors to pay for it ...Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0
