    The most important part is who owns the land where the space is located.

    If the homeowner then whoever owns the home can park there regardless of disabled bay markings.

    If the local authority (or at least land maintained at public expense) then anyone with a blue badge can park there, regardless of who owns the house.

    I would think the latter to be the most likely scenario though. There are only few circumstances I can think of where the former might apply - but I included it due to you saying that "spot" had been "assigned" to that house.
    As mentioned, if it's simply an H-bar marking then anyone can park there in reality, unless of course it's in front of a dropped kerb.

    I don't believe OP is referring to a H bar though - for more than one reason.

    For a start, no one is going to be allocated a spot on a H bar, when they're used to preserve vehicular access to a property and parking a car there would defeat the purpose of the H bar markings.

    You need to check if there is a TRO for that space. If there is, don't park there but ask the council to consider removing it.
    If there is no TRO, you can park there already, you will just get nasty looks from people.
