Rental fee rules & dates

Hi All,
Can anyone share with me a link to anything official regarding the way in which the new tenancy rules apply? I am looking for something which explains the dates regarding agreement vs move in.
I am looking to find a new rental unit to move in on June 5th but would prefer to secure it before June 1st. I have been told that if we sign the agreement before June 1st then fee's will be added but if we sign it on June 1st the fee's wont (as per the law) I just wanted to check that out for myself.

If the work required to secure the rental,ie referencing,credit checks etc is done before the 1st june then the fee needs to be paid by the tenant.
After the 1st june those fees will not be paid by the tenantin S 38 T 2 F 50
out S 36 T 9 F 24 FF 4
2017-32 2018 -33 2019 -21 2020 -5 2021 -4 20220 -
It will depend on the agency also, I have secured a tenancy and not paid any fees despite being before 1st June.0
