    So here we have the actual PCN + pictures, and driver was parked in one of the unmarked space from the business center (so not reserved to any firm or white lines marked).

    No sign saying one should not park, nothing to do with the car park.

    The board in the "terms and conditions of parking" picture doesn't include any terms and conditions; it's just a list of tariffs.

    This used to be free parking, no issue, a nice little station where you could go and park, and everyone says "good morning" to each other as always the same people.
    Then one day the guy who owned the old station building was under pressure and sold the building to a bigger group who immediatly decided to create a business centre, charge for parking etc. Greed greed greed and money. I know this is life etc etc, a bit sad if you ask me but this is beyond the point here.

    I am intending to appeal to this bunch of jokers (PCL), will not name the driver, who was not parked within the car park but in an area where it does not say one needs to pay to park.
    The fact that they have picture of the car in and out of the lane is laugahable, and I even doubt the camera which was always here evenbefore one had to pay to park, is very compliant with whatever compliance rules it has to fit within.

    I am trying to assess when I should appeal to pcl, and what I should bring as the reason (s) why I will not pay and why I will then go the BPA route and all the way to court.

    If the PCN is not POFA compliant when it comes to Driver/Keeper/Registered keeper, , that may be the only needed reason why there are more chances of Brexit happening tomorrow than me giving in.

    Yes it's a Panda; maybe the OP have taken down their photos as it was working yesterday.
