    I think they only recently started to manage the area (probably just the start of the year the earliest) - as there was no warning that these conditions were introduced.


    I'm wondering if this could be another appeal point perhaps?

    Not sure what the heading would be though..


    I am certain they were issue charges amounting to thousands per day judging by the number of motorist caught unaware.



    I am just a bit surprised I couldn't find more cases like mine!

    Which park and stadium?

    The parking in the area is free (London park with a National Sports Stadium) and there are multiple sites where cars can be parked without such restrictions on the road and various car parks doted around and there are many large prominate signs showing the opening and closing times of the gates to the Park (put up by the council) which has nothing to do with Gemini Parking solutions.
    Is it owned by the Council?

    If so, if it's Council owned, search the forum for Kent LGO report and read it.

    Kent LGO report - interesting - perhaps that's why the signs are so small as well!

    The operator didn't issue PCN on the screen so other motorists are unaware of it!


    Would it be a good idea to quote this report as an appeal point?

    There are double yellow lines within the areas around the sport centre - which may lead me to believe it should have been council managed in the first instance perhaps?



    Yellow lines don't apply to private areas do they?

    They do if scammers paint them on private land, but you are saying this is Council land.

    Your priority should be to use the LGO report as evidence, to complain to the Council that they are using a contractor whose postal notices ask keepers to pay despite not being liable, and you trust they will remove Gemini in the light of the LGO complaint from January 2019, and the DFT letter from Sir Robert Goodwill which is years old and the Council should know better than trying to run their parks & land as if it was private/under contract law (not allowed).

    Also ask them for their contractor's records of when the extra signs were added.

    DO NOT ask 'under FOI' (no using those words).

    Finish by saying, if they do not cancel your PCN you will escalate the complaint to the LGO in the same way Kent Council were reported for trying to run their parks the same illegal way.

    POPLA can wait; the code will last 32 days.

    The rejection letter was dated 10/05/2019 but says 28 days (rather than 32 days?) using the Popla reference - would that make the deadline around 07/06/2019?


    Hopefully I get a reply by the council then!

    32 days - end of. We don't need this questioned every time we say it!

    Hi All


    My deadline for the popla appeal is rapidly approaching - I would be extremely grateful for any comments or advice on my appeal earlier in this thread (post #6) which sort of got side tracked with the council (still dealing with but extremely slow!).


    In particular no. 1 and 2 the main appeal points above:


    1. Notice to Keeper (NTK) is not compliant with the Protection of Freedoms Act 2012 (POFA) due the wording used.


    2. The entrance signs are inadequately positioned and lit and signs
    in this car park are not prominent, clear or legible from all parking
    spaces and there is insufficient notice of the sum of the parking
    charge itself
