The fee made was your payment, and it is a fault with the machine that it issued a parking ticket without recording the VRN.
Re BW Legal, when they ignore you or refuse again to put it on hold, all you need to say is you are seeking debt advice, then they have to give you 30 days. This is a simple email to compose, or see my post on a PP thread on Monday 6th May, when I wrote a sarcastic and more detailed reply to email to BW Legal,
It incorporates the 'seeking debt advice' as well as sarcasm and exposing the 'outrageous scam' for what it is.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Coupon-m- If only I knew then what I know now.....I don't think this will happen again as I in my home town number plates now have to be entered when parking, they didn't back in 2015, hence the reason why partner made the human error.

lol , you seem to have managed the lingo in a short space of time at your second attempt
post #1 seems correct now, I am sure you can tell the difference it has made when reading it, changing just a few words made a massive difference to telling the "story" - with nothing to lose and everything to gain
ps:- this was an INVOICE , not a "fine" , never use the words "fine" or "penalty" in these cases because the hire docs will mention those, but not Private Parking Charges (PCN) which are no more than an invoice

If the Defendant is an individual, then later in the process he/she gets to choose their local court.0

Your contract when you shop, is with the shop. They invite you to visit & park and they set the terms of parking, too. It was a fault with the machine that it issued a ticket to allow you to park without recording the VRN in their system.

as mentioned by KeithP above, as a private individual you get to choose your local county court for civil cases, so I suggest you google it and make a note of it
if you read and digest post #2 of the NEWBIES thread, especially the BARGEPOLE links, you will see it comes at the DQ stage, after the defence is submitted
once your local court is allocated, you deal with your local court + the claimant, the CCBC has no more involvement, its just a centralised clearing house , taking the cases and distributing them to the appropriate court, in this case, your local civil county court
I doubt it would be Torquay even if it was at the claimants local court, because I do not believe they are local to Torquay , they are in Exeter I believe0 -

Today, 30/05/19, I received SAR from Premier. It appears that haven't supplied the most important bit of information that I had requested.... They did not send the PDT machine record for that day. I have sent a email to the DPO to tell them I need this information ASAP. Is there anything else I should do?0
