Communal area vinyl flooring - Quote from freeholder

Hoping someone could take a look at this, although the consultation letter is a little vague. Exact information they've given:

- Replacement of the communal floor coverings (existing carpet) and installation of vinyl floor to hall, stairs and landings. Block consists of 3 floors, top floor is not as large as the others and building is in a H shape.

Cost of works - £17,404.12
Management fee (15%) - £2,610.62
VAT - £4002.95

Total - £24,017.69

Block is approx 14 years old, so work is probably due. I've found some old information of my own, that wasn't included in the quote, that states that the floor area is approx 180m2 for the relevant areas.

Vinyl spec hasn't been shared, so not sure on quality level.

    Commercial grade vinyl with formed stair nosings and risers isn't cheap.

    However you should ask to see the specification and at least three competitive quotes to that specification.

    say £120 per sq metre supply and fit. I think that's about 4x the price I paid for my kitchen, for the cheapest vinyl in the shop, so at first sight that's not overly expensive for commercial stuff.

    Thanks have dropped an email asking for spec, and their proposed floor area. They've made reference to an existing long term agreement, so have asked for details of this also.

    Looks to be a cheap option, but the SQM is double what the RICS Surveyor had down for the communal area. I'm not an expert in this, but is it likely that two layers of this should be needed?

    Not two layers, but stairs use a lot of vinyl as the verticals are also covered.

    So, this is what has been installed so far.

    It doesn't seem that great quality, and now all I hear from my flat is people walking up the corridors, even with the TV on.

    That said, how long should it take at a rough guess to install 360m2 of this? 3 storey building, 2 stairwells, H shape layout for the hallways is the best way to describe.
