Could it be that a previous cleaner has used an abrasive on the bowl and taken the glaze off?

Sorry, but the only way to establish this will be to run your finger(s) over it and see if it feels rough compared to the rest of the bowl.

Well Limescale is rough too so that may not help.

Definitely do not put bleach in the cistern, it may affect the plastic parts of the flush mechanism, but also the rubber seals.

Best way I've found is to empty the cistern and bowl, and just pour a lot of white vinegar into and around the bowl and leave it for a day or two. It should disappear with a brush then.

Bleach is alkaline, limescale needs an acid. Which? did not rate the two Viakal limescale sprays they tested back in 2016 (both scored 48%); Cillit Bang limescale and shine is their Best Buy (79%).

Above the waterline use a thick gel cleaner that is marketed for limescale. Apply it under the rim and around the bowl. Close the lid so the product does not dry out and leave the product to work for hour or more.

Do not muck about scrubbing and flushing right away.

If you get limescale build up around or under the waterline try one of the fizzling toilet tablets.

I live in a hard water area. White vinegar is the cheapest and most effective thing I've found for removing limescale.

Armed Forces married quarters march-out tip:

Put both sachets of 'Oust' washing machine/dishwasher de-scaler into a bucket, half fill the bucket with warm water, tip down the loo and leave as long as possible before flushing.

As most of OP's problem seems to be above the water line, try mixing a little of the powder into a paste and smearing that onto the lime scale.

Thank you everyone for your helpful posts. I have so many options now, surely one of them will work.

I will let you all know how it goes.
Someone asked if maybe it had been cleaned beforehand and had left a permanent mark..no this was not the case. It was perfect when I moved in. This seems to be caused by the hard water as I have two toilets, and it is in the exact same place on both, so it must be where the main bulk of the water comes out when you flush it.

Another vote for the lidl stuff, has removed (with some effort) some really heavy limescale on our shower that nothing else touched.

Anyone know why it says to wipe off immediately though?
