Supposing someone had a gas meter with a reading that hadn't moved for several months but the reading had been sent in to the gas supplier each month.

Neither the consumer or provider will know how much gas has been used. So how does the bill get calculated?

As a consumer one might say thet it is the gas company's responsibility to check the meter or query the reading and if they don't it is their hard luck. They have received the readings and even read the meter themselves.

Does the consumer have a responsibility to check that the meter is working, or know that it is stuck? Should they tell the supplier explicitly what the company should realise for themselves that the meter is not working? They know they have used gas - but how much if anything would they be expected to pay?

Just asking for a friend.

If someone has a gas meter and is using gas, then the numbers would move, if they didn't move they should contact their supplier to advise there are issues with the meter.

The supplier can do guestimates bill based on previous useage, if the person was new to the property and it was always faulty the supplier would base it on the previous occupants useage or average useage for a like4like property and the amount not people residing.

The gas supplier does not know if you have used gas or not. It is the users responsibility to inform the supplier if they know the meter is not reading. Once they are informed they will install a new meter and make an estimated use from the last known reading which may or may not be in the consumers favour. I doubt the 12 month rule will come into play as the user has knowingly been submitting incorrect readings.
