VAT Making Tax Digital - Software Packages

Options
Hope this is the right place to post but my mum currently files her VAT return monthly online. She has been told that she will need to file it online digitally. All the software packages charge a monthly subscription fee but Mum only needs it for VAT. Any suggestions for a package that just covers VAT online that charges an annual fee or anyone aware of the cheapest monthly deal?
Any suggestions much appreciated.
Thank you.

No from December all vat returns must be filled digitally. Those under threshold have got the extension till December all others now digital filing.

I'm sure you're correct but can you point me to this as a quick look at HMRC says "The Making Tax Digital requirements will apply to all VAT registered businesses for their VAT obligations from April 2019 where their turnovers are in excess of the VAT threshold (currently £85,000).".

Presumption ... IF you're VAT registered then you need to file VAT returns digitally, either now or by December (depending on current turnover). If your turnover is <£85k then you don't have to be VAT registered, in which case you don't charge VAT and have no VAT returns to file anyway. :)

That is one heck of a presumption.

The reality being there are many businesses with t/o below the mandatory VAT registration threshold that have voluntarily registered for VAT,

Possibly I'm wrong but I'm not seeing this from HMRC's statement "The Making Tax Digital requirements will apply to all VAT registered businesses for their VAT obligations from April 2019 where their turnovers are in excess of the VAT threshold (currently £85,000)".
Like the OP, my mother is VAT registered and I do her returns online but I'm reading the statement to say MTD doesn't apply as her turnover is <£k85.
