Highview Parking PCN - Do I need to pay?

robga
Earlier this week I received a PCN from Highview Parking regarding overstaying at Trinity Square car park in Gateshead. The visit in question was way back on the 20th of January. It was totally unintentional and I am a frequent visitor to the Nandos, VUE cinema and Tesco stores there. I received no prior warning from Highview (to allow me to pay a smaller fine) and wasn't aware of being able to rectify the validating of my ticket, online, later the same day.
So Highview are now asking me to pay a £70 fine via their website, over the phone or via postal cheque. Each of these methods incur an 'Administration fee' on top of the fine, apart from the charging telephone line. I've done some googling and they seem a less than reputable company, but wondered if this PCN is even enforceable or if anyone had any advice on where to go from here?
£70 is a lot to pay for 56 minutes and neither Tesco or VUE Cinemas, (the two anchor tenants able to validate parking), are interested after I tweeted my concerns to them!
HELP!....Please!

Welcome!
You seem to have missed the thread back where you clicked 'new thread', the one in capitals calling to all new posters:
NEWBIES PLEASE READ THESE FAQS FIRST
Please read that, and submit the template appeal from that thread in online to Highview on their appeals page, NOT choosing ''I was the driver and'' (choose the other one of course, as the whole point is NOT to tell them who was driving). And then choosing 'OTHER' as the option for reason for appeal.
Then copy & paste the template as is.
By June they will cancel.
It really is that easy, as long as you do not imply who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

First, edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people.
Then, and only then, read the sticky thread for NEWBIES that was just underneath where you clicked on thebefore sending the appeal template in blue you will find there in post 1.

P.S. Please don't reply here copying the template appeal and asking ''is it this one?'' or we will self-combust...
There wasn't even a need for a thread but we'll be happy to hear your success.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I am new to this so there is no need to be arsey, but it would've saved time to post a link to the appeal template rather than let me scroll endlessly to find the appeals template you speak of, which I am yet to find!0

I was not being arsey at all, and I gave you exactly what you needed.
I think you've missed my signature - it's the next best thing to an exact link, which are not allowed in forum signatures!

It is not a fine, it is an invoice for the damage they allege you inflicted on them when you allegedly breached an alleged contract. We call it a scam,
They are obviously trying to scam you so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

You are on a laptop.
Can you see the post numbers top right of every reply? e.g. this is #9, see it?
What browser are you using? What on earth is going on with the view you are seeing?
Switch to another browser, I've never heard of people NOT being able to see my signature on a laptop. I'm using one now and it's as clear as day and you can hop to see the newbies thread with one click, using the breadcrumb trail (small writing > > link, top of EVERY page).
You could also use FORUM JUMP which appears twice, on the right of every page (top and bottom right) to hop to page one of this parking forum with a single click, where the NEWBIES thread is staring at you in capitals.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
