For your budget, Xiaomi redmi 6A probably the best.
there is a Moto E5 play with Snapdragon 425, but I think it is slower than Helio A220 -

What about buying manufacturer refurbished phones from places like argos then? Would that be a better idea?
It depends what you want to do with the phone. Some want a great camera, others want it for games, others for facetime. Watcvhing films on the go, etc. They all have their good and bad points. Think you have to decide what you want to use it for, and buy around those features.
