Charge increased on Notice to Keeper

Apologies for starting a new thread but didn't see this anywhere.
A PCN was stuck on my car by CP Plus demanding £50, or £25 if paid within 14 days. I did not respond, so today I got a Notice to Keeper from Parking CSL (on behalf of CP Plus) demanding £90.
Nowhere on the notice to keeper does it mention the original charge of £50, and I'm pretty sure the car park signs don't either. It doesn't state anywhere that additional fees have been added, just 'Parking Charge Notice - £90'.
Can they increase the charge like this, or is this a mistake that I could potentially use against them?

Was this at a hospital by any chance? They tend to do this at hospital sites.'
If you appeal you will get a POPLA code (assuming I'm right about this being a hospital).
They will probably chuck in the towel at POPLA as because of this price increase POFA doesn't apply. No keeper liability should be the top point for POPLA.0 -
It was indeed at a hospital!
Thanks for the tip though, I'm currently trying to have it cancelled at the hospital management level, if that fails I'll appeal using the 'no keeper liability' point. Cheers!0 -
If you need to use the blue template from the Newbies thread for your initial appeal.
Keep the issue of keeper liability for POPLA0 -
You haven't said why they stuck a PCN on your windscreen in the first place.
Perhaps the hospital managament will be interested in this...
Point out to them the NHS patient, visitor and staff car parking principles.
Particularly this bit:Contracted-out car parking
NHS organisations are responsible for the actions of private contractors who run car parks on their behalf.0 -
Staff member, with a permit, who parked in a visitor's car park when all the staff spaces were full. Rules at the time were vague and have only recently been changed to allow this. PCN was given for not having a valid pay and display ticket.0

You should have appealed by day 26 from the windscreen PCN, without implying who was driving, and CP Plus would have cancelled first time (after one appeal).
However, having got a NTK, appeal in time to get a POPLA code (see the NtK for who to appeal to and how as it may be CP Plus or may be Parking CSL).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This will be Parking CSL. For some reason I've never understood they do this at hospitals.
Sometimes they use the DRP brand. It's all the same company.0 -
Nine times out of ten these tickets are scams and will fail in court so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies. You never know how far you can go until you go too far.0
