As of today, the Gambling Commission has implemented new regulations which require all account holders to be verified using photo ID and other documentation. Even if you do not gamble and only enter the free-to-enter competitions.

https://www.gamblingcommission.gov.uk/news-action-and-statistics/news/2019/New-age-and-identity-verification-rules-–-changes-to-the-LCCP-from-Tuesday-7-May.aspx

These new regulations are likely to affect the Lucky7, ITV7, Sky Bet Super6, The Pools and The Sportsman competitions amongst others.

ETA: William Hill is blocking accounts who have not verified and anyone trying to enter is being asked to contact customer services. I can however still enter ITV7.

Another one affected is Betway with their daily 4towin comp.
This has been asking for ID and address verification for a few days now and won't let you to the entry page unless it's supplied.

I think it is more about the gambling companies wanting you to be able to move seamlessly from their free competitions to "having a punt" (naturally) than any legal requirement for free competitions to be run in a way that requires proof of ID etc.

If they wanted to turn entrants into betting punters, they should have done like one bingo website did with their advent competition and require a minimum deposit before you can enter.

Easier to get potential punters in for a free game/competition and then take from there with other games that are free to play providing certain deposits have been made (which several sites do)
