Missed denial of PCN appeal (junk email) now facing fine

Hi. I recently appealed a Parking Charge Notice online but did not receive a reply. 2 months later I received a final demand for £170 from a debt resolution agency. When I queried this they said the appeal refusal could have gone to my junk mail but this deletes every 30 days so I can't check. I am now seemingly out of the time limit for a POPLA appeal and anyway have no 10-digit appeal denial number to put into the system. Do I just have to pay the £170 or is there anything else I can do? Thanks for any advice.

If you have a POPLA code, try using it, they last for 32 days. Failing that there is no need to pay, just wait patiently for a LOC, then real court papers. In the meantime, if POPLA code does not work, read post # 2 of the NEWBIE thread to prepare yourself.0

No one on here would advise paying the inflated charge of a debt collector who add nothing to the process except an additional scam charge.

Doh. Read the newbie advice and will revert to a better user name etc. I was just struggling to find advice on what to do if you miss the appeal denial from the PPC but I won't take up more time here before I've read the stuff that's already there....cheers.0

Name of parking company?
Reason for parking charge notice ( will help in assessing viability of landowner compliant)
Name of car park owner ( reason as above)
or was this your own space/an own space where you have a right to park ( pre existing rights) or permission form the owner?From the Plain Language Commission:

Company: Parking & Enforcement Agency
Reason: no valid payment (appeal based on broken machine and app not working)
I'm not sure of the owner but it was a very small car park (possibly residential) off Queensway in London
The appeal refusal never arrived or went into the junk email so I've got no 10 digit code to get a POPLA appeal started and more than 28 days have lapsed
I've received a letter from the debt collectors with a fat final payment demand but have read the threads saying don't post about this so should I sit tight and wait for court papers and rely on my original appeal (I don't have any evidence to put forward as I wasn't expecting to need any) or seek to pay the original PCN without the additional fees given that I didn't receive the denial of my appeal?0 -
They are obviously trying to scam you so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.

Complain to the DVLA, BPA, and the scammers that you never received a rejection or PoPLA code. Just because the scammers said they sent an email doesn't mean it was received. It just isn't good enough.
The Alternative Dispute Resolution Act 2015 states that consumers have a right to an independent appeals process for up to one year, so demand they send you a PoPLA code by electronic and snail mail this time.
