I want to make sure whatever I do is legal, because she will certainly call the police if it's not.
Removing the hook would not be illegal, so long as it was returned. She has no right to attach anything to a fence you own.

If she phoned the police, the most they would do is send out a PCSO, who might be useful as a go-between. However, it's more likely, if she explained the situation accurately, they'd tell her it's a civil matter.

I'd be tempted to loosen the hook enough that it'll pull out of the fence the next time she puts a load of white washing out... 'oh dear, the fence just doesn't seem to be up to the job'

In all seriousness though, if you have concrete fence posts, we recently drilled into one of ours using a hammer drill to put a retractable line up, and it was fine. This might be the least-hassle route to go down.

I just tied a loop in the end of my washing line and threw it over the top of my concrete fence post. A bit of measuring required opposed to drilling. If she's a PITA, just move it for her. If she complains, send her a repair bill for the fence or offer her a chance to pay for half the fence if she wishes to treat it as her own. Unlikely that she'll pay it but may get the hint.

. She's not going to talk to me, she communicates via notes put through the letterbox..

Attach any notes received onto the hook.

Ask her to pay for half the fence if she wants to use it in this way?
An answer isn't spam just because you don't like it......

If I was in the OP's shoes, I would be offering to go over and fix a hook somewhere more appropriate for her. 5 minutes of a job with my drill and everyone is happy.

Disputes with neighbours are to be avoided at all costs for the enjoyment of your home.

They are certainly to be avoided, but not 'at all costs.'

A minority of individuals will interpret a failure to stand up to them as weakness. With them, minor transgressions, left unchecked, will grow into downright liberties.
