Built up to the boundary which sounds like it would leave a 5 inch gap anyway.0

You can build up to the boundary and in terms of maintenance, you can 'weather' the gap to prevent debris etc.0

When we installed our garden room, we were advised by the Council that there had to be at least a 1 metre space around the entire garden room. As it was being fitted in the corner of the garden, this meant that the 1-metre rule applied to two sides.

That will be a planning issue which is entirely different.
The OP may not require planning consent and if so would not face this restriction.0
