Should I ask for a gas safety and electrical certificate? Vendor moved boiler himself

Nope not on exchange of contracts. It must be before. Once contracts are exchanged it is too late. You need to satisfy your self you are happy BEFORE contracts are exchanged as there is no going back once that happens. (Not without huge costs anyway)
They may not been any electrical certificate unless the vendor has had electrical work done that would have required it. (Or something was passed to him from the previous vendor)
If the only entry on the gas safe website is the original boiler installation from 3 years ago then it means the moving of the boiler wasnt done by someone gas safe registered. You basically knew this anyway as the vendor DIYed it. He may have had building control come out to check his work but I think thats unlikely, you should be able to search the local authority website to check for building control certificate. You would probably want to get the boiler installation checked over to ensure its safe. Before exchange obviously. Do your homebuyers survey first, as the survey my point out other areas you may also want to get extra checks on.0 -

I'm in a very similar situation. I'm a FTB and the house we are purchasing had a new boiler fitted last year but there are absolutely no documents, No proof of any warranty/services and the boiler isn't registered on the gas safe register.
I told the EA 2 months ago that we want to make sure we get the relevant documents or at the least we want to pay for someone to inspect that boiler to make sure it is safe. Vendor told us it would all be sorted and docs would be sent to the Solicitors.
As of yet we have had nothing and are getting close to exchange, I reckon the EA has just fobbed us off thinking we will either forget or just exchange without. Either way once our vendor is ready to exchange we won't be signing anything until we have had the boiler checked. Not something I want to take a chance on.

Agreed, and that's what I'd do, as a buyer, in these circs.. Better safe than sorry, and better to know what you're in for. Also, the boiler may have a certificate for the move. The OP could at least take a look here for free to see when the last certificate was issued:

If I knew a seller had moved a boiler himself, I'd definitely want my own gas inspection, and evidence the boiler had a certificate for the installation after the move.

But unless it lists the previous work or describes the work done at that date on that site you don't know if that was just a replacement that the owner then moved 2 months later.
Did it give an explanation of what that actually means?

Your home buyers report will recommend further inspection of the gas and electrical installations anyway.
The idea of a diy gas bodge by a non-qualified person just makes me shudder. People die from DIY gas bodges. They die. There are no indemnities that will replace dead children, or dead you.0 -
