Newbie. Parking fine in Innovation park liverpool no meters no parking charges but I got a ticket

I am a newbie be gentle. I took my 88 year old blind disabled mother in law to innovation park for a surgical leg ulcer dressing. It was raining I had gout and crutches we parked in disabled bay ( this is a free car park with no pay machines) I placed the disabled badge on dash and finally got her in
I returned to find a yellow notice as the badge had slid off the dash onto the seat. I immediately phoned the number and was told to take a picture of disabled badge which I did and emailed. She said it happens a lot so not to worry. It's operated by myparkingcharge at innovation park in Liverpool. I have now received a £160 charge
My question is, I understand if I hadn't paid for running over time or not buying a ticket. Yet this park is free to innovation patients and as there was no financial loss but simply a slipped disabled in date badge fell off dash these people cannot charge these extortionate fees for essentially a free space. There is no time limit. Should I just ignore this. She is currently on end of life care due to complications. It is my car and I was driving her.

Complain to the landowner and your MP about this unregulated scam. Also complain to local and national press about this disgraceful behaviour.
It is quite possible that a person or persons unknown bounced up and down on the car with malice aforethought to deliberately dislodge the badge. Now who could benefit from such a jolly jape I wonder.
In any case, the badge was still on display.

Do not ignore it - get complaining to Innovation Park or whoever is in charge of this clinic/hospice without delay.
HOW DARE THEY ALLOW THIS, GET VERY ANGRY.
They have allowed scammers in the car park, who are out to sue people. How dare they breach the NHS Car Parking Principles like this.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The law requires that disabled persons are to be accorded "reasonable adjustments" to cater for their "protected characteristics" under the Equality Act 2010.

The PPC appear to be ignoring this and are obviously trying to scam you so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.

Update
I have been working away for some weeks
Mum passed away yesterday and I also received another load of rubbish through the post
Letter Before Claim letter has arrived
I shall speak to innovation park as it is an NHS site but not a hospice just a treatment place
The staff get this all the time and tear up these letters
You cannot gain access without an appointment as it is free to park
Can anyone recommend my first course of action, I can’t have this round my neck with everything else happening like funeral etc
Any help would be greatly appreciated
