My card has recently been cloned and used 26 time at the same place in The Ukraine, Kiev I think. When I looked at my online account I discovered that my mobile number had been changed to one ending in 4422. My card has been blocked and I've eventually been told that it takes upto six weeks for the account to be rectified. I have found a second person locally who had the account restarted with a new card in three weeks. Are they now so snowed under with complaints that complaints have doubled in duration to fix? I understand that HSBC is the bank behind the card but no one has been able to explain how the mobile number was changed or how the security algorithm allowed 26 cash withdrawals without and questions.

They won't be explaining that to you.

You just need to make sure that you're not held responsible for any unauthorised transactions.

My card has recently been cloned How do you know this? This is just an assumption on your part.and used 26 time at the same place in The Ukraine, Kiev I think. You think? Either it says Kiev or it doesn't. Do you mean 26 times with the same merchant or 26 different places?
When I looked at my online account I discovered that my mobile number had been changed to one ending in 4422. How strange. So not only did this fraudster clone your card somehow but also obtained the necessary user name and password to access your account online.
My card has been blocked and I've eventually been told that it takes upto six weeks for the account to be rectified. Strange. I have found a second person locally who had the account restarted with a new card in three weeks. How did you 'find' this person? Was their situation the same as yours? Was their card cloned and used in Kiev as well? Are they now so snowed under with complaints that complaints have doubled in duration to fix? Unlikely. I understand that HSBC is the bank behind the card but no one has been able to explain how the mobile number was changed or how the security algorithm allowed 26 cash withdrawals without and questions.26 cash withdrawals over what period of time? There will be a daily cash withdrawal limit.

Changing of the telephone number is an account takeover situation.

Using it abroad would be cloning as you say.

Both at the same time? Means physical contact with the card as well as taking over the account. Seems odd to me.

26 uses of the card would be very odd too.

Is the Ukraine not using CHIP-capable ATM's yet? - unless we're talking over-the-counter cash (which I'm fairly confident we aren't). Can you tell us which bank name appears on the transactions, please?

If your card was cloned, that would only be a magstripe clone. Much has changed since I left the cards business but I would be surprised if an ATM in the Ukraine (which must surely be CHIP compliant by now) would allow a transaction on a card with a CHIP Service Code in the magstripe to take place using said magstripe.

If the 'cloner' had been crafty enough to alter the Service Code to say 'I am a magstripe card', that would flag up at the auth stage and the card would be retained in the ATM. If it wasn't altered and the auth message contained data showing that the ATM was CHIP compliant, HSBC would almost certainly decline the transaction - never mind approve 26 of them!

Exactly which security algorithm are you referring to, N Solo and have you tried calling the mobile number showing on your account?

The clue is in the username of the OP.
For those of you old enough to remember, think U,N,C,L,E,
The card is in the possession of Illya Kuryakin who has returned with it to his boyhood home of Kiev, Ukraine.
    Wikipedia quote:
Kuryakin is consistently referred to as a "Russian"; however, he appears to have spent at least some of his childhood in Kyiv, Ukraine ("The Foxes and Hounds Affair") and his name is spelled the Ukrainian way not the Russian way (Illya vs Iliya).

Just had similar with a Santander cc. Used in Turkey for 8 transactions, we have never been there and the card is only used very occasionally as its a back up card.

Amount was refunded immediately, but to 'rectify' has taken about 8 weeks. The cc company have to contact the retailer to ask for the paperwork, this is then copied and sent to the account holder who has to sign they are not responsible for the payments.

Interesting. I did note the username and recalled the Napoleon Solo character from the 'Man from UNCLE' series but had no idea about the Kiev link and didn't twig the connection. Any theories on the significance (or otherwise) of the mobile number ending '4422' or the number of transactions (26). There was no reason to tell us these numbers, so those pieces of information presumably have some significance that we're supposed to uncover.

Certainly another thread that was too outrageous to be true and was sent to exercise us.

I reckon the OP is no Robert Vaughn though :)
