Phone contract for my son

My 12 yr old son has his first phone, an old one of his dad's, and he's been on Pay As You Go until now. However, I would like to do the following:
- use some kind of Find Your Phone app so we can trace him if we need to. Does he need to be on a contract with data included for me to be able to do this? If so, if he runs out of data would that stop the Find My Phone app from working?
- set parental controls on apps like YouTube which, at the moment, he just accesses via Google and can easily change the restricted mode to Off, then switch it back on in case I check his phone!
any advice please? I want to give him some independence but want to protect him at the same time!
