EXCEL Parking Charge Notice (PCN)

I have received a Parking Charge Notice from Excel Parking.....
I popped in to Greggs located at the Quorum Business Park in Newcastle to get a sandwich before driving to see a client, upon leaving the Business park I pulled in to bus stop for approx 15 seconds to enter the passcode in to my SAT NAV.
A couple of days later I received the Parking Charge Notice (PCN) for stopping in a restricted Bus Stop / Stand. At the time I hadn’t noticed a parked car on the pavement over the road with a camera on top.
I can honestly say that I did not see any signs and thought stopping to enter the passcode in to my sav nav while stationary was better than when I was driving.
I have ignored the first letter and have today received a final reminder!
Are these cowboys? Should I pay or ignor?

normally we tell you to read the NEWBIES FAQ sticky thread first
then appeal with the blue text template as KEEPER
then IGNORE after that (until a court claim arrives , if at all, within 6 years)
that is what I would do, but its up to you if you choose the IGNORE route
there is no easy get out of jail free card, so stop looking (no its not fair, but it is what it is , for the moment)
the time to quash this (if at all) is in court0 -
Sounds like a cash cow scam with a car camera set up specially.A couple of days later I received the Parking Charge Notice (PCN) for stopping in a restricted Bus Stop / Stand. At the time I hadn’t noticed a parked car on the pavement over the road with a camera on top.
We'd say yes - NOTORIOUSLY BAD ONES - but make your own mind up!Are these cowboys?
Excel is owned by this person, originally a 'rogue' ex-clamper who is now so swimming in money that his family all ride/own ponies, attend the Horse of the Year Show and went to private school somewhere near their mansion:
