Armtrac security parking fine

My husband recently received a Parking Charge Notice in Newlyn. The issue isn’t so much about him parking there as he’s happy that he did and the sign was there. The issue we have is the fact the ticket was not on his vehicle when he got back to it (he was gone no more than 5-10 mins) and the first he knew about it was when he received a letter in the post saying that he has not paid the £60 charge and he is passed the appeal date and it was now £100. We never got the ticket and never got the first letter.
We are aware of this company allegedly putting tickets on cars and removing them after the photo is taken, hence losing the opportunity to pay the £60. A friend has also had the same issue within the same date period.
We contacted Armtrac and recorded the call. Spoke to a rude chap who basically had no interest in speaking to us. We offered to actually pay the £60 and stated that due to not receiving the ticket nor the first letter, this is what the charge should be. The chap laughed which we have on the recording and when asked if he was refusing the payment, he replied yes as it’s not correct.
We have now had a final demand letter which came signed for (first letter did not)saying that if we do not pay within 14 days, it will be passed to a debt recovery or Gladstone’s.
Where do we stand with this as we have offered the original amount and given the reasons why and explained they have not given us the appeal time, however after laughing he refused.

You are wrong, this SHOULD be your main issue. There is a minimum grace period to read signage and 5 minutes is not it, plus Armtrac signs are not clear/prominent, and the terms are gobbledegook small print incapable of binding a driver to a sum during the first minutes before those terms could even be read!The issue isn’t so much about him parking there as he’s happy that he did and the sign was there.
