Time limits to make insurance claim

Hi all,
To cut long story short, i was involved in an accident on 24th October 2018. I was at roundabout and other driver clipped my front bumper. He had scrapes on his tyre cover and back bumper from the contact.
Unfortunately no CCTV nor any witness. Neither of us could accept liability or prove otherwise. I knew right from the outset that insurance will look at this as 50-50 blame in wake of no evidence and having seen brother go through similar scenario few year back. I decided not to pursue for any damages. I got the damage repaired on my car costing £110. I would imagine it would have costed the same for the other driver. The other driver informed his insurance in front of me, so not reporting would not be an option for me. I was not willing to accept sole blame as it genuinely was a 50/50 case and we both would have benefited if we repaired the damage ourselves and learn a lesson.
Insurance deducted 2 years NCB. But in-spite of all this time, they say although the other driver's insurance has made a claim, as there is no evidence provided, the claim has not be accepted.
My policy since has been then been renewed with another insurers and i am demanding my previous insurance a closure on this as i feel my NCB should not be deducted if a claim is not be paid.
I was issued a letter saying it is unsettled claim with driver (me) not at fault in Feb 2019. I am asking my insurance on how long will they wait before they close the case, and i get very vague answer.
I have complained and waiting for 6 weeks to complete before i escalate the matter to ombudsman. Any thoughts on this case.

If it was me I’d look on the I’m ombudsman web site to see if they’ve made any previous rulings in the past.0
