Very few UK issued credit cards charge annual fees.

IMO you stand a better chance of getting a credit card in the country of your residency than UK.
British banks have been bitten in the bum in the past by non UK residents opening credit cards then running up debts and going back home ''forgetting'' to pay.

Most CCs in the UK wont charge you annual fees, but do charge other fees for various things - check the T&Cs for the cards you are interested in. Technically there is nothing that will stop you being eligible per se, but the lender will risk assess you when you submit an application. A student with limited/non-existent credit history and presumably low/variable income will be not be looked at too favourably by the majority of lenders so it is unlikely that you will be offered anything besides sub-prime cards - the APRs and starting limits of these cards are quite bad (eg. think 49%+, £250 starting limits) but they if managed responsibly can be extremely useful tools to building up your credit history and becoming eligible for better cards.
