    Yes, which is what was the case in E&W before POPLA started up in 2013.

    And many regulars here, including me, HAPPILY laughed at debt letters before 2013, and I ignored at least 2 private PCNs from scammers in that period. You make it sound like a bad thing. I enjoyed ignoring the silly letters!

    Did you see the thread TODAY (read the forum!) showing Scotland now has POPLA available? It's for parking events from yesterday but you could try emailing NCP to ask if they will issue you a POPLA code now they have that possibility.

    100% winnable at POPLA as long as you don't say who was driving, if you can get a POPLA code (I doubt it as your event/PCN was not in May, but you can ask).

    I have already been on POPLA's website but it is clear that you need to appeal within a time-scale which I have lost because NCP responded to my appeal by email and I didn't see it.

    I did request a POPLA code from NCP a week or two ago anyway too but they're just ignoring me now. Their last reply just said this has been passed on to debt collectors.

    Wrong. Wow, it seems to me you do skim read and miss what we are saying!

    NCP could not previously offer POPLA. I told you that, you have NOT missed that chance because it didn't exist until 1st May, I told you that too.

    No POPLA timescale existed until yesterday!

    Now that the BPA have published that article why not use it to press NCP properly?

    I did read your post fine, but you have to understand that for people new to this it isn't obvious how these things work. I get that POPLA is available now and wasn't before (I obviously didn't realise that when I asked NCP for a 10 digit code a couple of weeks ago). But the POPLA appeal page is clear that they'll only look at appeals that are within 28 days of rejection which is what I was referring to. Don't get me wrong I will try it anyway because I've got nothing to lose, but it doesn't sound like they'll look at mine because NCP rejected the appeal months ago (although I only became aware of this a few weeks ago).

    I wasn't aware of this, their appeal page could be clearer. I've requested a code from NCP again. Now that we have POPLA in Scotland hopefully they'll provide me with one. Many thanks for your help it is much appreciated.

    Hmmm - update now on the Scotland/NI thread.

    We (as a group of people who do this all the time) are having a re-think now because we hear from the BPA that POPLA are only going to consider appeals from DRIVERS in Scotland & NI which makes POPLA in those Countries not worth the appeal paper it's written on.

    The whole thing stinks.

    Just to update this thread, I did complain to my MP and he raised this with NCPs CEO who said the case is being reviewed urgently. I will update the thread again if anything comes of it.

    Just to update this thread as promised, I gained a successful outcome to this by going through my MP. Thanks again to The Deep for suggesting this. It is a huge relief, for my wife in particular who is the one who would have had to go to court if it ever came to that.
