My mum (not happily) has agreed to get a 0% credit card and allow me to transfer my 3 credit cards which I am paying minimum on and getting nowhere, can this be done?

            Some card providers will allow balance transfers from another person's card - some will not. Most will not allow balance transfers from another card in their own 'stable' so to speak - you'd need a money transfer card for those.
 Your mum cannot guarantee to be accepted for a card, neither can she be sure what credit limit she'll get and there may be fees for each transfer. Are your debts large?
 You need to find out what minimum payment calculation will be used by your mum's new card provider (if she gets one) because that does vary between providers and can affect monthly affordability - although if the APR is 0% it will probably be less of an issue.
 She is probably not happy because the debts will become legally hers. If something happens that means you can't keep paying her (e.g. job loss/sickness), she will have to fund them herself. Make sure you do right by your mum and don't stuff up again by getting more debt on your cards when/if they are cleared.0
