BPA blue template appeal

I have received a PCN from ParkingEye and after reading the advice on this forum and elsewhere I am pretty sure I have numerous lines of defence against it.
I know from reading the Newbies thread that the first step is to send the BPA blue template appeal letter. However, my instinct is to include all of my arguments in the appeal to try to get it struck out at this early stage. I can't see anywhere what the rationale is for providing such a short initial appeal, although I'm sure there must be one.
Is there any advantage to going 'all in' with a full appeal outlining all of my arguments to try to get it accepted by ParkingEye at the appeal stage, or is this a sure-fire way of shooting myself in the foot that I'm not seeing?

I would think its the latter, PE are well versed in these matters and NEWBIES rarely are
the idea is to get a popla code and use your arguments to get it quashed there
going off piste is always dangerous and many people come a cropper , especially against PE (ask Barry Beavis)
if they failed POFA, add that as an extra paragraph
if they adhered to POFA, then signage is the main argument, although you use all arguments at popla
what happened when you complained to the landowner or M.A., and if you havent done so , why not ?0 -
The idea behind the BLUE template is that the driver isn’t identified and the PPC will recognise that you are getting forum help.
This could influence whether they wish to pursue you or concentrate on the easier victims who don’t fully understand the scam.
Appeals are rarely successful as they don’t generate any cash.

Send it without change - no additions or alterations needed.
Send it as the keeper.
It is widely thought that the parking companies don't bother to read appeals. Some do however appear to recognise an appeal from MSE forums and put it in the 'too difficult' pile.0 -

Your main instinct should NOT be the appeal, but the landowner complaint FIRST.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
