Bank account for Scout Group

Hi I wonder if anyone can tell me if any banks that operate online banking which has two levels of approval for payments. We are a Scout Group looking to change our bank account and this approval requirement is as required by the Scout Association......

    POR requires bank accounts to be operated with 2 signatures to ensure that 2 people approve each transaction. Internet banking would be fine if it allows the electronic equivalent of 2 signatures, e.g. by requiring a second person to log on and authorise each transaction.

    Unfortunately the internet banking currently available normally allows control by a single person, and usually cannot be restricted to transfers between your own accounts. Scout Groups, Districts and Counties must not use online banking if a single person is able to operate the account to make payments to 3rd parties. The reality is that while the vast majority of people involved in Scouting, and other charities, are 100% trustworthy, the rules have to be in place to safeguard charity funds from that tiny minority who cannot be trusted.

    There are software products available which enforce 2 person operation of online services, but at present these are expensive. We use such systems at Gilwell, but we handle £30 million of transactions annually and their cost is small in that context. Hopefully one or other of the banks will soon produce a cheap or free equivalent.

    Lloyds Bank, for one, already has this possibility

  • The scout group my kids go to bank with Barclays and i know they have access to online banking and can do transactions online.

    I don't know if Unity Trust can offer you an account? My local walking group has an account with them, which we can get because we are affiliated to Ramblers UK. I opened that when NatWest said yes, they could do internet banking, but not with dual authorisation.

    Barclays definitely allows it. We have a community account for the PTA with dual authorisation set up on cheques and online banking.
