New Website Design "Ebay Style Bidding Sites"

I am looking for a Decent Website Designer I know there are Ebay Style Auction Style Websites do exist where you tender your job to the lowest bidder with an acceptable track record.

Which of these Websites would you recommend?
They are mainly frequented by 3rd World(I mean low wage:) ) Website Designers from India,Pakistan

How do British based Website designers stay in business with competition
with this type of low wage competion.

Quality Wise whats ther best way to go, precautions to take I notice a lot of these guys want full payment up front by Western Union Transfer(Once you part with your money you part with your power:( )

    Some of them insist on it (Western Union) and telegraphic transfer
    I would prefer to pay in stages as the work is completed thats the safest way.

    I finally remember the website its called www.getafreelancer.com
    they have now got rid of Western Union in favour of Prepaid Mastercards
    I think payment is by Escrow,personally I still paying by increments as the work gets done to my satisfaction.

    Do you know of any other website similar to GetaFreelancer?

    I have used Getafreelancer to good effect. Used GAF and had some small mods done to my site and when I gained confidence in the freelancer, passed more complex work through GAF to him. A large proportion of freelancers are in India, where it is very difficult to obtain a PayPal account. So long as you can preview the work he's done for you on his/her test server first, you can pay via WU or Xoom with reasonable reliability.

    If you use GAF or Rentacoder, be prepared to filter out all the boilerplate cut'n'paste proposals you will get, search for the genuine worker.

    [ Added ] You should also consider using something like http://www.phpbb-auction.com/ a free set of PHP scripts for an Auction site, to get you started, play with it then get it modded and styled to your specs.

    Payment through xoom.com it says free transfer of money to India is this a marketing gimmick surely the person at the receiving end gets stung how do xoom make their money?

    By the way whats the nearest rival to Western Union I notice Xoom.com do NOT cover China at all?

    I think there is an Auction Website Design Company based in China admittly there are very few indeed.

    Xoom does not cover China, correct. It's not free, there are fees but it's very competitive. I would only be tempted by a Chinese developer if they can communicate beautifully with you in clear English, eg by MSN Chat or Skype. I would avoid any large company where everything goes through management middlemen.
