NHBC cover note

I have a property that was close to exchange but the buyers solicitor was unwilling to proceed due to the property only having an NHBC cover note and not able to obtain a full certificate. This is due to the building control not completely being signed off as the sewerage pumping station has yet to be made live by the water company. The house is 16 months old and part of an ongoing development of 500 houses that is roughly 50% complete. My buyer has now withdrawn stating my property isnt covered by NHBC even though i have the certificate number and have confirmed that i have the warranty with them on numerous occasions. I have also lost my ongoing purchase as i am no longer in a position to proceed. Has anyone else had any issues with this as i still need to sell the house and it is back on the market but i am worried that i will come up against the same issue until building control is signed off!

I very recently sold my flat and had a similar issue as my solicitor required my NHBC certificate as proof of building regs compliance, however I found that whilst I had a cover note with policy number I didn’t actually have an activated policy as my solicitor back in 2006 had not activated it so I actually wasn’t covered
The builder had long gone bust and original solicitor no longer held records
The NHBC was excellent despite the policy never being activated and would of elapsed in 2016 anyway
I registered on the NHBC HUG (home user guide) consumer portal and in some cases you can activate your policy if not (and as I did) I emailed the good peeps in NHBC customer service and after sending proof or purchase and my cover note they retrospectively activated my policy and provided the required certificate it took 2/3 weeks to resolve but didn’t cost a penny and NHBC was very helpful I found
I would contact them and they will resolve for you and/or provide a link for your solicitor to activate via the conveyancing portal

Sorry I didn’t add the cover note and initial letter from NHBC states along the lines that it is not proof of cover just confirmation of what cover they will provide - the certificate is the proof of cover0

You should possibly speak to the solicitor that acted for you on the purchase. How were they able to satisfy you and your lender that there was no issue?0
