Napier Parking PCN HELP

I received a PCN from Napier Parking in the post and following advice that i found on different forums I appealed as was literally in the parking lot for 2 minutes - jumped out of my car to collect something and back in. I would have paid for parking but as they do not facilitate online parking I did not have cash and thought they could or would not seriously fine me £90 for 2 minutes.
I appealed online using the reasoning of it being an unreasonable amount for the time frame and also that they are discriminating against people who are unable to pay cash.
Just received a reply from them rejecting my appeal and saying i can now go to the IAS but the amount will have to be the full amount of £90 - I would no longer be eligible for the discount amount of £50.
Can anyone help me with guidance on whether worth fighting it, getting my local MP involved or just pay it???
Any help would be appreciated.
