With any luck, the 1 obstainer will be an end of the row property so have no effect on the development.

If her garden is a middle plot, let everyone else sell, then let the developer keep upping their offer until they reach way above the initial offer. She will lose her unrestricted view and 25% of her garden, so hold out till the last and maximise her profits.
