Can a replacement debit/credit card letter ( from when you get a new card) from my bank be used as proof of addressee like a bank statement?

Your bank will be able to provide you with a list of items they will accept (unsurprisingly, not all banks accept the same documents). If "letter from a bank" isn't on the list, then no it wouldn't qualify.0

He was born just down the road from where I was.0 -
No - the reason being is that from the ''list'' a card addressed to you is not an option just like a letter stating you are in arrears on an utility is not the same as a bill.0

It's up to whoever is asking you for proof of address, to decide what they will accept.
For example, I've known tool hire companies, libraries, local councils etc to be very flexible about what they accept as proof of address.
But, for example, banks and other financial institutions are likely to be far more strict.0
