Hi,
I had car finance via G.E capital back in 1998, I have some details from an old bank statement . PPI was attached to the monthly payments . Can I claim from the finance company if they have been bought over, if so how do I go about it

Who sold you the PPI?0

If you got the finance in the dealership (sold by a member of staff there), then your complaint is over, the finance provider has no liability for the sale of their products by third parties and the dealership were not regulated in 1998.
If you got the loan from GE then you complain to GESam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

Why would you complain to the finance company?
Car loans are sold by car dealers. Not a bank. (caveat: a small number of dealers did actually have a rep sitting in their office or on call - typically the very large warehouse type dealers).I am an Independent Financial Adviser (IFA).
