Not only does what you want not exist, it cannot exist. Risk is not just a simple thing, where something is more or less "risky" (by which you seem to mean, it's value might fall lower than what you bought it at) on a scale of say zero (no risk) to ten (will lose all its value)
If you had let's say an NS&I savings account, pays a bit over 1% and is backed by the government so let's say that's a zero risk, then you also have an inflation risk. Indeed on the "inflation risk" scale this is a ten, it's practically certain it will decline in value due to inflation. Yiu did say "apart from inflation" but that isa much more serious risk than many imagine
Earlier this week someone posted about their premium bond bought in 1954. Never won a prize (unsurprising). Yet it's still worth a pound - or is it? One pound in 1954, in real terms, was about £25 in today's value. So that "low or no risk" PB had actually lost about 96% of its real value. Had it been invested in a general stock market fund iwhich no doubt many and perhaps you would regard as very risky, it would likely be worth at least £250. Time changed the equation and flipped the risk.

while like others i can make no claims on risk or being safer seeing mention of VLS20 etc i would also point out the L&G multi-index Income range(maybe 3,4 or 5 in what you were looking for?) which tends not to get as many mentions as the normal L&G multi-index range but do have a slightly different portfolio looking more for income
