Roof of a block of flats

I have a flat in a converted house. The lease states that all residents are responsible for the cost of upkeep of common parts including the roof. I believe that it is now possible to build another floor on blocks of flats and the freeholder can do this, subject to planning permission, but can the leaseholder of the top floor flat (assuming the freeholder gives consent and subject to pp) do this on their own for their own benefit or would it have to be with the consent of the other leaseholders, given that all leaseholders are responsible for the roof's upkeep ?

    It would depend if the loft space formed part of the property demised under the top floor flat's lease and also what their lease says about making structural changes to the building (as you would assume there would, as a minimum, need to be a dorm or sky lights).
