they subsidise private pensions. they want people to save so they have money for their retirement and don't have to live off benefits. the oap's who have worked hard all their lives will loose out. the rpi is still being used for rail fares and student loans.0

As the previous poster pointed out HMG is rather less willing to change the inflation calculation basis for student loans and rail fares are there they are getting money IN rather than paying it OUT and changing would mean they get less in.
