How would a lender see this account
Account defaulted 29/02/2016 - last reported to credit reference agencies July 2017.
Since then nothing is ever reported each month but default obviously still sits on my file.

Impossible question to answer.
Each lender has their own criteria which is measured against your credit history data when they receive an application.
eg... Credit Card company xyz may have quite forgiving criteria and take the view that as it was 3 years ago, we'll take the risk and approve the application and hope you don't default again.
Whereas, Credit Card Company zyx may think... No... defaulted once, probably going to be crap at managing money, too big a risk for us, application denied.
Companies will NEVER disclose a specific reason that you are denied credit as this would publicise their internal lending criteria. This is why if you ever appeal a decision that goes against you, you will only ever get a standard "Did not meet our lending criteria" type answer.
To be frank though... vast majority of lenders will view an unsettled / not satisfied default as a bad thing.0 -
It would see the account has defaulted and the amount owing (if anything)0
