Taxi passenger opened door and hit cyclists, who’s to blame?

Uber vehicles in this country are all licenced Private Hire (mini-cabs to our London friends) vehicles and drivers.0 -
Uber is just a minicab company, like any other, but with an app.
Drivers and vehicles are licenced and insured as any other.
The cyclist shouldn't have been going the wrong way, but that doesn't excuse anybody skittling them.
The passenger is liable, but won't be insured and isn't going to be straightforward to trace (I doubt Uber would release their details to the cyclist).
The driver is the least liable, but is by far and away the easiest to hold liable - and his insurance will almost certainly cover him for the passenger's actions.0
