yes you need to reseed it, lots of video's out there about reseeding, you do need to water the new seed every day for a few weeks0

seed needs to be under the soil to work best, and needs watering every day
what I've done is see weather forecasts for lots of rainy days, scarifrid lawn, aerated lawn (lots of aeration), applied pre-seed fertilizer, seed, hope the rain comes and washes the lawn seed into aeration hole
I have a large lawn so I couldn't afford to top dress it, if you have a smaller lawn you may be able to top dress after you have seeded0 -
Rake over the surface so it's nice and crumbly and not compacted. Scatter the lawn seed over (not too thickly) and then I covered it with a thin layer of sieved compost (or just make sure there aren't any big lumps in the compost). I gave mine an initial water and then the odd sprinkle every few days (depending on how warm it is and whether it's rained). I did this no more than a month ago, and already have a couple of inches of grass growing. If you have pigeons/birds/cats/etc it's worth protecting the area. You can use canes, netting, etc. I cut some branches of holly and put those down.0
