Weebly Website

I'm helping out with our local community resource centre website. It's a basic drag and drop, and I've had no problems updating things. One thing has bothered me though, and no one seems to know the answer, as the guy who did it before, no longer has details. The website header, looks a little different in design mode, than it does when published, and I can't work out how to change it. I've attached two images, to illustrate what I mean. In design view, there are the social media buttons, and a colour striped background. When published, the background has gone, and only one of the media buttons is visible. The only element I can seem to edit, is the resource centre logo. The background on the second image, is the image for the whole website.
