Gas safety & rent.

Am I still liable to pay my rent without the gas safety certificate or can I either withhold rent or totally refuse to pay?

You would be in breach of your tenancy by withholding rent. What has your landlord said when you have asked about the GSR ? http://www.hse.gov.uk/gas/domestic/faqtenant.htm0

You should
1) write to your landlord, at the address provided 'for serving notices;' requesting a gas safety report within 14 days.
2) if this is not forthcoming, you should report the matter to HSE here.
Do not stop paying rent unless you want a S8 Notice followed by eviction for arrears. Note that lack of a gas report does not invalidate a S8 Notice.0
